I found the lack of help that Peru's government gives people to be a common discussion in Junin, which could be why this is around the area that Peru's leftist terrorists groups formed in the 80's. Tens of thousands died, many at the hands of government death squads that would go into towns and kill people at random to avenge the deaths of soldiers and police officers. While the area has been mostly peaceful for about 10 years, clashes between rebel groups and police still take place from time to time, and today military and police checkpoints search cars for anything that could be related to terrorism.
